History of Cedars Park by F.T. Hillyer

The allocation of Stowmarket Strategic Development Area (S.D.A.) within the Mid Suffolk District Council (M.S.D.C.) adopted Local Plan recognised the role of Stowmarket to meet some of the external development pressures within Suffolk generally and the opportunity to provide wider residential and employment development opportunities for nearby parts of central Suffolk in particular.

The location of the S.D.A.on land to the eastern side of Stowmarket between the London to Norwich railway line to the south and the A14 to the north, was recognised as having twin benefits of preventing encroachment towards the nearby villages and yet providing significant land, well related to the existing town, within defined boundaries, without harm to the surrounding countryside.

On 20th June 1991 the district council resolved that it was minded that planning permission be granted for residential development and employment uses, community facilities, roads and associated development of part of the S.D.A. subject to the completion of agreements under Section 106 of the Town and Country Planning Act 1990.

Development within the S.D.A. commenced from November 1993 with the construction of initial infrastructure after the Tesco Superstore was given outline planning permission on 7th July 1992.

On 24th August 1995 following detailed negotiations between Suffolk County Council,M.S.D.C.Crest Strategic Projects and representatives of the various landowners, a Planning Framework Agreement was signed by all parties associated with the S.D.A.setting out the means by which a comprehensively planned mixed use development was to be realised.

Outline planning permission (0401/89/OL) was put in on 05/09/1989 for 26 acres between Creeting road and Stowupland. Consultation start date was 2/10/1989 Crest Holmes.

Outline planning permission (0399/89/OL) was put in 05/09/1989 for 81 acres between Creeting road and Stowupland. Consultation start date 3/10/1989 Crest Holmes.

Outline planning permission (0288/90/OL) was put in on 20/10/1990 for 151.5 acres between Stowupland road, A45, and to the South of Creeting road, Stowmarket / Creeting St Peter. Crest Holmes.

Full planning permission (0813/95/) was put in on 20/09/1995 for construction of relief road from Gipping Way East over river Gipping and Creeting road, then North to a junction with Stowupland road. Transport Committee Suffolk County Council.

Outline planning permission (0402/95) was put in on 02/05/1995 for Phase 1 erection of 106 dwellings with associated garages, parking, highway access and landscaped public space,

Outline planning permission (0065/98/OL) was put in on 17/07/1998 land off Cedars link Cedars Park Residential development and creation of employment areas for uses within classes B1 and B8 of the town and country planning (use classes) order 1987 as amended, with layout and construction of new access roads and associated infrastructure. Crest Strategic Projects Ltd.

Planning permission was given to residential phase 1 on 28th November 1995

The Just Learning Nursery at Cedars Park opened sometime in 2002

The Suffolk County Football H.Q.is located in Cedars Park and was officially opened in April 2003 by the vice Chairman Ray Kiddell
