Cedars Park Local Centre
Crest Nicholson have submitted plans to the Mid Suffolk District Council to
build two blocks of flats up to five storeys high on a site next to the new
primary school.
Thanks to the work of the CPRA and the residents of Cedars Park the
original plans have now been rejected by MSDC and we await the submission of a
revised building plan from Crest Nicholson.

Crest to Submit Revised Plan - Latest News!
Crest Nicholson’s plans for the Village Centre were rejected following
objections by MSDC. The plans cannot be modified and therefore a new plan is to
be submitted. We have asked for public consultation with Crest Nicholson prior
to detailed planning consent being sought. We would prefer to have a working
relationship with Crest but currently they refuse to discuss anything with the
CPRA.
We will work closely with MSDC to monitor any applications and it is our
intention to seek compliance with the SDA masterplan as far as possible. In
essence this seeks to centralise facilities and to provide community amenities
for all residents. In addition any such application must enhance the general
amenity, provide pleasant public space and be safe and secure, especially given
its proximity to the school.
We are strongly opposed to further increasing the density of the village centre
beyond the guideline of 30 dwellings per hectare, we believe that this will
foster anti-social behaviour cause parking problems and is inappropriate for
the location.
The plans must provide the amenities originally planned including a community
centre and shops.

Strategy Planning and Design Group Meeting Minutes. The full of copy of which

Meetings have now been held between Mid Suffolk and Crest
Nicholson. Before the next meeting on 14 December, DB wanted to clarify what
community facilities should be provided, and he had brought copies of the
original Local Plan, and Crest Nicholson’s plans for the second phase of the
Village Centre with him. After much discussion, the following key points were
agreed:
• The original Local Plan shows mainly community use, with
some residential; the submitted plans reverse this, with high density
residential and limited community. The original concepts should be retained.
• Community space is nowhere near large enough, or in the
right location. A separate Community Hall is needed, with multiple use space
(one large room, with or without partitions is insufficient), adequate parking,
and access from a main road, to meet emergency services requirements.
• At least 6 shops are needed for sustainability,
providing a range of local services, for example, a Post Office, hairdresser,
take away etc.
• A new church, of any denomination, is needed.
• Space should also be allocated for a Public House,
within walking distance of most housing.
• A new Health Centre, including GP’s surgery and dentist,
and meeting PCT requirements, should be provided. It is not clear if the Crest
plans would meet this.
• Social and Affordable housing should be dispersed
throughout the development, and close to public transport routes.
• Further pre school nursery provision is needed.
Proposals for this have been put forward, but no space has been provided.
The meeting also felt that an updated master plan for the entire
development should be produced, or, at the very least, one to the end of the
development.
