MINUTES OF THE CEDARS PARK RESIDENTS ASSOCIATION
Meeting held at the Stowmarket Community Centre on Friday the 21st April 2006 at 7.30pm.

Roger welcomed everyone and said our aims were to help residents e.g. safety measures on distributor road; social activities; and any issues bought up by residents.
Last minutes were read and agreed by Colin seconded by Kevin
Votes of thanks to 1) David Cole for setting up Web site 2) Huw Jenkins for starting it off 3) John Mason for our printing need 4) John Matthissen for printing newsletter.
Alan Tanner has drafted the Constitution points were highlighted and he read it through vote of confidence was unanimous this will now enable us to apply for a grant from the Council.
Resolutions
Distributor road pursues safety measures, lay-by to be sorted. Lobby strategic plan
Have requested from Alan Newman (Highways department county council) for Toucan crossings to be put in place as stated in Master plan; barriers at end of cycle and footpaths; we have waited six weeks for a reply. Reply by e mail morning of meeting Letter was hand delivered about 5 o clock this evening. Reply as follows. Were invited to meeting but were too involved with SnOasis.
1) Concluding negotiations with Crest Nicholson to place a Toucan crossing on lozenge crossing.
2) Emily Metcalfe from Stowmarket and District road safety committee stated that the use of barriers is not considered appropriate because this is the normal arrangement for a roadway of this status.
3) 30m.p.h. speed limit signs requested along distributor road and Kestrel Drive requested not technically possible because 30m.p.h. speed limit will invalidate existing 30m.p.h. speed limit.
4) He has arranged for S.I.D. (speed indicator display) to visit the sight to independently review speed limit.
Frank Whittle had a heated discussion with Alan Newman re the above he is going to contact the police and speak to David Ruffley
The proposed warehouse on the distributor road. After numerous conversations and meetings with the council extensive landscaping has been agreed there will be no food outlets allowed and noise restrictions plus many other restrictions. The building will also be lower in the ground than was originally planned. It should look quite pleasant when finished.
Roger made an objection on line about a planning application and was informed that objections on line are ignored and must be submitted by letter.
It was raised about parking restrictions on the lower part of Kestrel Drive Unanimous decision to pursue this, on distributor road mixed feelings about parking it was thought that it slowed traffic down.
Frank Whittle stated that alcohol ban comes into force in Stowmarket very shortly hopefully in future Cedars Park will be included. There is a provision of 12 days a year for ban to be lifted for various events.
A unanimous proposal for a community centre, Alan Tanner stated to be careful where sited teenagers and noise could be a nuisance to nearby houses. Approach Crest Nicholson and Taylor Woodrow regarding this.
Roger not had response from Anglian Water re smell from sewage works.
Residents to be aware of H.G.Vs.going round roundabout on the distributor road the wrong way try to get photographs.
Boy racers also a problem on estate and distributor road pass any information to police their bikes can be confiscated.
Content wanted for web site it is there for everybody’s use.
Finance. We need money. Alan asking for council Grant. Commercial advertising on site available donations requested on leaving meeting.

Legal help wanted as outline planning not adhered to
Bill Jeffreys raised the matter regarding N.Watch only one name mentioned on web. To be investigated.
Kim complained about noise between 9-11pm from a factory, try to find out where this is coming from then we can complain to environmental health.
2 Volunteers want to become committee members.
