Minutes from last meeting not read, due to time this would consume.
The Chairman opened the meeting advising CPRA is in a period of change
and because of these changes the constitution needed to be updated to
accommodate future responsibilities that may be put upon the association.
Treasurer Alan Tanner
explained in full the proposed changes to the CPRA constitution, leaflets were
available and will be on our web site.
There were no questions from the floor, the motion for changes to the
constitution was proposed by Mr. Graham Evens and seconded by Wendy Clarridge, The floor voted unanimously for the changes.
The Chairman advised the meeting the relationship between CPRA, Crest
Nicholson, MSDC, and the Police is extremely good, and everybody is working
together to achieve a stable safe and cohesive community
A Cedars Park Stakeholder Forum
has been set up by Chris Fry of MSDC this enables members from all parties
CPRA, MSDC, Crest, Police, County, and Councilors to sit around a table to
discuss our community. Many problems have been listed and are being worked on
Toucan crossing on distributor road now operational after a wait of 23
months, most of the safety measures has been completed
Treasurer’s report
The Treasurer expressed thanks to Phillip Kendal. He advised the floor
CPRA has a small surplus but that this year expenditure is increased, the cost
of insurance has risen and renting the hall will double this year. Donations
are needed or a Standing Order can be arranged for regular yearly donations. CPRA holds a data base therefore it needs to
be registered at a cost of £34 annually. Overall an increased expenditure is
expected from £200 to £300 at least.

The Chairman announced that the committee is standing down and requested
a show of hands if anyone on the floor wished to put themselves forward as
replacement or new committee members.

Councilors Gary Green and Peter Woodley were introduced to the floor.
Road Safety
Issues
around the Primary School - Only one sign alerting traffic to the school. When the
bridge is built The road will cut Cedars Park in half Provisions will be needed
to allow children going to primary school will be crossing a busy road, a
further Toucan crossing is required and is currently under impact assessment by
the council.
The roundabout at Stowupland road is causing
concern the footpath and cycle path has been fenced off so children have to
walk around this. The fence alongside road over A14 is deemed to be too low and
dangerous for cyclists this has been expressed to the relevant authority and is
under revue.
Street lighting on the roundabout/Stowupland
Road area is none existent and reported as being pitch black and dangerous; the
Chairman said this would be looked into.
Street Signs
The floor was advised there are anomalies and the subject is in hand and
Crest is being lobbied regarding this.
Parking
Lorry Park in Stowmarket
not satisfactory no toilets MSDC looking into it.
The floor was advised there may be some provision for parking after the
road closure at the Haughly Bends.
Proposed double yellow lines on Distributor road near Tescos to stop Lorries parking, new road entrances be
blocked with concrete blocks Councilor Gary Green is to take this forward.
Not suitable for HGVs sign or seven and half
ton weight restriction is still being asked for although the council at present
is not in agreement.
Residence parking MSDC has said that two cars per household will replace
present one and half therefore giving more parking spaces for any new
development at Cedar Parks.
Trade vehicles should not be
parked on the estate, if it persists despite the community appeals and the
community police intervention then the covenant accepted by all residence will
be enforced.
The floor was advised that any problems at present such as street lights
out are the responsibility of Crest Nicholson. Any such problems can be
reported on the web site or to a committee member and this will in turn be
forwarded to the correct Crest employee.
Adoption of
roads hopefully to be speeded up.
The Community Police office read a statement out concerning problems
such as anti social behavior , vandalism, theft and vehicle damage that have
been resolved on the estate. P.C.Eaves reports good community relations and much success in
keeping crime at an almost zero rate. We have two community police officers
policing the area. Members of the committee do have regular meetings with our
beat officer
The community Police were thanked by the
Chairman for such good work and the difference their presence has made to the
estate.

Councilor Gary Green will lias
with CPRA and take any concerns forward to the regular meeting held with the
council and police. Members used to attend these meetings but were asked to
stop going and any problems to be presented to our councilor.
The Village
Centre
Definitely a football pitch will happen
Community center with changing rooms, Tennis courts bowling green etc a possibility the chairman
hopes it will be operational within 2 years that is why CPRA set up a
Charitable trust. This will belong to the Cedars Park Community
Multi–Modal
Container way Depot
A request for further information was submitted by various bodies and
has been answered with 50 individual documents. The chairman advised this is an
area problem and an umbrella group has been set up to represent all interested
parties on the matter.
David Ruffley they have no good case.
David Ruffley MP wished to express and have minuted his admiration for CPRA, for its active commitment
to the betterment of the estate and its dedication to achieving facilities
which will in the future greatly enhance this community with a lasting
effect. He went on to praise the
communication between the residence and the police, the Neighbour-
Hood Watch scheme. David Ruffley feared the Community
Centre may take longer to achieve than the hoped 2 years. Regarding the Multi
Model Dist., Centre CPRA and the community at large has his 100% backing that
it should not go ahead.
AOB
A question rose from the floor for Matt Parsons at what planning stage
the Village Centre phase two is at
It has not been withdrawn yet it is part of ongoing negotiations as part
of community center. The land needed for this is being purchased by Crest Nicholson
Matt confirmed Crest Nicholson commitment to the project.
Will the residence be informed near and prior to the adoption of the
roads by MDSC? Answer: yes.
David Ruffley asked what the total cost of the
Community Centre project? Answer: There are no figures available at the moment.
The Chairman advised the floor it is hoped Crest will donate the land
and will build the fabric of the building.
Fitting out the building would be CPRA’s responsibility, but Bellway have expressed some interest perhaps other
developers may assist with the fitting of the Centre.
The floor was advised MSDC have asked CPRA if it wishes to take over the
lake and surrounding area. This is
something CPRA will keep in mind but not to be taken up at the present time
because of the cost and logistics of such an undertaking.
Doctors
Surgery
Crest has made provision for a
small 2 roomed surgery but the PCT have said no. One of the surgeries in Stowmarket
has shown some interest to perhaps man a weekly 2 or 3 day surgery.
Public
Transport
Route inappropriate no direct link with Stowmarket
one hour plus to Ipswich would like to feel
part of Stowmarket. Request has been tabled for bus shelters, or at least
hard standing instead off waiting on the grass and more visible bus signs.
Sewage Plant
Problems are greatly reduced for
about 5/6 months now; this is due to less frequent removal of effluent thus
keeping the smell emitted to fewer days. Eric Foster would ask for an
enforcement order if The Sewage Plant does not reduce the odor.

Post boxes
4,000 residences require some
means of posting letter etc. The Post
Office is still investigating where and how many are required.
